The EU’s Multiannual Financial Framework for 2028–2034: Impacts on the Institutional Capacity of the Czech Republic
Policy Brief
Authors: Petr Jan Kalaš, Nikola Adamovská, M.A.
This policy brief summarizes the findings of an independent working group of highly qualified experts that has been meeting regularly for more than a year and a half as part of the PULSE Institute’s expert platform. Among other things, the group focuses on modernizing the Czech Republic’s public investment system in the context of the upcoming EU multiannual financial framework.
The analysis presents specific proposals for institutional changes that should enable the Czech Republic to effectively draw on new European funds and respond to the structural shift toward results-based and more integrated financing. A key recommendation is the establishment of a central Government Investment Office (Delivery Unit) within the Office of the Government, which would coordinate strategic projects across ministries and facilitate the transition from passive utilization to active investment management.
The policy brief also points out that the coming period will bring fundamental changes to the Czech Republic—primarily a decline in traditional support for agriculture and cohesion policy, and a growing emphasis on innovation, defense, and competitiveness. The publication therefore serves as a starting point for the preparation of the Czech Republic’s national investment framework and partnership plan, as well as a basis for interministerial discussions on institutional reform of public investment management.
